The Employee Handbook Every Small Service Business Needs (Free Outline)

An employee handbook isn’t corporate bureaucracy — for a small service business it’s the document that sets clear expectations, protects you legally, and keeps everyone on the same page. Without one, every policy is a verbal “I thought you knew.” Here’s a free outline of what every small service business handbook needs.

Employment law varies by state and changes — a handbook has legal implications, so have an employment attorney review yours. This is a general outline, not legal advice.

Why even a 5-person shop needs one

A handbook does three jobs: it sets consistent expectations so you’re not making up rules case by case, it protects you legally (documented, evenly-applied policies are your defense in disputes), and it makes onboarding faster and fairer (onboarding). It doesn’t need to be long — it needs to be clear and actually followed.

The handbook outline

1. Welcome & company overview

  • Mission, values, and what you expect culturally (culture).

2. Employment basics

  • At-will statement (where applicable), equal-opportunity policy.
  • Classifications (full/part-time, exempt/non-exempt), and worker classification (W-2 vs 1099).

3. Pay & hours

  • Pay periods, timekeeping, overtime rules.
  • Pay structure and bonuses (pay plans, bonuses).

4. Time off & benefits

  • PTO, holidays, sick leave, and any benefits (benefits).

5. Conduct & expectations

  • Professional conduct, attendance, dress/uniform, phone use.
  • Anti-harassment and anti-discrimination policies.
  • Customer-service standards (communication SOP).

6. Safety

  • Job-site safety, procedures, and reporting (OSHA basics).

7. Vehicles & equipment

  • Company vehicle and fuel-card policy (vehicle policy).
  • Tools, phones, and technology use.

8. Discipline & separation

9. Acknowledgment

  • A signature page confirming they received and read it — important for enforceability.

How to roll it out

  1. Keep it clear and concise — plain language people will actually read.
  2. Have an attorney review it for your state.
  3. Get a signed acknowledgment from everyone.
  4. Apply it consistently — uneven enforcement creates legal risk.
  5. Update it as laws and your business change.

Clear standards, consistent service
